The “Management and Regulation of Kiosks and E-commerce Transactions (MARKET) Act” authorizes the Los Santos County Mayor’s Office to dedicate and manage a designated property, known as the Kortz Center, as a primary location for a public market. The Kortz Center Market, located at the end of Kortz Drive, will provide a structured environment for licensed business owners to offer consumer goods and services in both a physical, brick-and-mortar marketplace and an online Digital Bazaar. The Los Santos County Mayor’s Office will own and operate both the Market and Digital Bazaar.
The purpose of this legislation is to create an organized, accessible platform for licensed business owners to conduct sales, expand their market reach, and engage with the community through both in-person and digital commerce. This dual-platform marketplace seeks to strengthen the local economy and support entrepreneurial endeavors within Los Santos County by providing affordable and secure spaces for businesses to thrive.
The Market will act as a centralized community hub that enables small businesses to operate in lieu of available property appropriate for commercial activity, and a means by which independent contractors can seek and obtain gainful employment.
This act aligns with the San Andreas Constitution under Article II, which grants legislative authority and responsibility to the Los Santos County Mayor over governance and local laws within Los Santos County. The act also aligns with the BIGPP Act by ensuring that all businesses operating within the Kortz Center Market and Digital Bazaar are properly licensed and compliant with county regulations.
The Los Santos County Mayor’s Office shall designate the Kortz Center as an official marketplace and digital hub. In lieu of the construction and appropriation of the intended facility, the Los Santos County Mayor’s Office is authorized to use other space, deemed sufficient for the intended operation of the Kortz Center.
The Kortz center Market shall include physical stalls for vendors and supporting infrastructure for digital market operations.
The Kortz Center will consist of a brick and mortar marketplace, and a digital bazaar and associated infrastructure. The LSCMO is responsible for all operational costs of the Kortz Center and Digital Bazaar. Accepted currencies are at the purview of the LSCMO. The LSCMO is empowered to create profiles for the purpose of facilitating transactions and managing balances.
The Kortz Center will be staffed by Mall Security, tasked with ensuring the safety of patrons and vendors. The cost of operation of Mall Security will be assumed by the Los Santos County Mayor’s Office.

Implementation, including decoration, and matters pertaining to the regular operation of the Kortz Center fall under the purview of the LSCMO.
The facility will include a fulfillment center to process online purchases when the physical market is closed.
The Mayor’s Office may purchase excess stock from vendors, or from the public, to support product availability while minimizing impact to small businesses.
Stall priority is given to businesses licensed in Los Santos County.
Vendors must hold an active business license under the BIGPP Act.
In lieu of a business license, vendors may be issued a vendors permit; the price and issuing of the permit falls under the responsibility of the LSCMO.
Non-Compliance: Vendors operating without a valid license or in violation of county regulations will be subject to fines, removal from the market, and potential loss of licensing as outlined in the BIGPP Act.
Misuse of Private Space: Unauthorized access or misuse of private sales and inventory spaces will result in fines and possible suspension of Kortz center Market privileges.
The Los Santos County Mayor’s Office, along with the Chamber of Commerce, will be responsible for overseeing the Kortz Center Market and Digital Bazaar’s operations. The Mayor’s Office reserves the right to revoke access to vendors found in breach of county regulations.
Effective Date: This legislation shall take effect immediately.
